   This observations provides one of the most useful visual upper limits
at the T_0.  Even ROTSE has a delay of 10 sec or more to respond, this
upper limit may provide unique information of the emission mechanism of
the GRB optical flash.  And this should provide a certain limit to the
contribition of GRB flashes to "stationary meteors", which has long been
proposed.
