If the meteor frames were taken of the correct field at the
time of the burst, I agree with Kato-san and suggest that the
films be measured to set an upper limit.
Note that ROTSE and LOTIS both have imaged many GRB fields
within the first minute after a burst, not just GRB 990123.
No OT brighter than 13-14mag has been found. There appears
to be little correlation between the gamma-ray brightness and
the brightness of the corresponding optical transient.
