[vsnet-gcvs 194] TZ Per astrometry/photometry

The GCVS position is slightly off (~14")

Existing AAVSO charts also have the incorrect coordinates.

     Position:   02 13 50.97  +58 22 52.4 (J2000, from .dat file)
     Magnitude:  V=14.570  B-V=0.401
