Since the IBVS is put-up in LaTeX, it obviously is preferred to submit
LaTeX marked-up files. Yes, it's a serious nuisance, but it does mean
you exert some control over how it looks, though the IBVS editors will
tend to shift things around a bit to conform to "house" style. Submitting
a flat ASCII text file means someone has to do the mark-up, which will
lead to complaints. So in brief, flat ASCII submissions are strongly
discouraged.
