Members of the Virgo cluster can range in velocity from -500 to 2500
km/sec and still be very much within the main body of the cluster. So the
small velocity of NGC 4523 is not at all unusual for a Virgo galaxy.
As another example IC 3475 is considered to be on the near side of the
cluster, yet has a velocity near 2500 km/sec.
The redshift is a poor indicator of actual distance except beyond
the outer parts of the Virgo supercluster (say > 2500 km/sec).
