You need the Java Virtual Machine (JVM) to run Java Chart Viewer, and it's very likely that VA comes with it ('java.exe'?) Execute the Chart Viewer as 'java chart_viewer' (I don't remember the name of the chart_viewer program, 'chtvw' or something like that).
