Since folks have asked about specific URLs for the various data centers,
here's a quick sample:
The Goddard ADC (Astronomical Data Center) has just about everything you'd want
that is actually in machine-readable form. The recent variable-star
name-lists, for instance, are at:

The ADC top page is just the address through "...nasa.gov".
A similarly comprehensive service is provided through the Strasbourg
Observatory's Centre de Donnees Astronomiques, who offer both a catalogue
service and a look-up utility called VizieR, which allows you to search within
specific catalogues on specfic parameters, so downloading an entire massive
catalogue is not necessary. The URL for the GCVS4 is:
http://astro.u-strasbg.fr/cgi-bin/Cat?II/139B
To get a listing of the various variable-star volumes with Kholopov as chief
editor (or co-author), go to:
http://cdsweb.u-strasbg.fr/htbin/myqcat3?kholopov
...which includes the name-lists, NSV, etc. The main "cdsweb" address is the
top page for the catalogue service, called "Astronomer's Bazaar", which
includes links to the traditional ftp service, VizieR, SIMBAD, etc. (N.B. that
SIMBAD for now still requires an account and password.)
Finally, you can get materials right from the Sternberg Institute in
Moscow. The GCVS catalogues are at:

The SAI top page for various resources and links appears to be:
http://ra.sai.msu.su
...which includes a photo of the institute as well.
For what it's worth, the Goddard site is unapologetically in English, but
the Strasbourg does have at least some parts of its material in many European
languages, and even Japanese! I could find no Russian stuff at the SAI, only
English---no Cyrillic characters in HTML?
It is probably worth noting that both the Goddard ADC and Strasbourg CDS
have various large tables from the main professional journals also on-line.
An example would be tables of photometry for stars in a globular cluster.
These are indexed by author name and by journal name/volume/page number.
Since the IBVS has been mentioned several times in the context of fairly
rapid notification of new, undesignated variables, folks may want to visit
their Web site:

This page contains much information about the journal, including lists of
the latest titles. These can be downloaded as LaTeX or .dvi files for printing
or viewing on-screen.
