   I don't see any physical reason to make distinction between already
known and newly discovered variable stars.  Both of them are variable stars,
will be designated in future, and are already on programs of some observers.
(The presently outbursting TmzV46 is a good example).

   But, who makes the message informing the new discovered variables?
