One of the little features in my Heliocentric time correction Excel
spreadsheet program is a precession of the star's coordinates from
J2000 to the date of observation. Put in 19000101 for the date of
observation and the 2000 coordinates and they will be calculated for
the date of observation. Naturally you should disregard the
Heliocentric correction. The spreadsheet is downloadable thru

Proper motions are not included in the calculation, only precession.
