個々の研究者にどのように引用するかまかせるのも
一つのやり方とは思いますが、一定のルールを作っ
ておくのも引用する人が変に気を回さないですむよ
うにする一つのやり方だと思います。Spruit さんの
提案するように、VSNET を nominal author にしたり
する必要はないと思いますが、「少なくとも出どこ
ろの URL と観測者への acknowledgement は書いて
おいてくれ」とするくらいがいいでしょうか。

Dear Mr. Nogami:
OK, I understand then that an acknowledgement in the acknowledgement
section of the paper, mentioning Mr. Kato and the observers 
involved, will do. 
Since the data are so nicely accessible, however, I think you may
also want to create a procedure by which authors of journal papers
can cite these results in their reference section. This will 
enhance the visibility of your network. For example, create a 
nominal author `Vsnet', so that people could cite for
example 
Vsnet, X.X., 1996, VSNET web site http://..../LCs/EXDra
or something like this.
This is a thing in which VSnet has to set the rules so a
clear procedure is established that can be communicated to the
astronomers.
