Following the discussion in vsnet-chat on announcing new variable stars,
we have set up a new sub-list "vsnet-newvar" from vsnet-obs. The initial
subscriber list is identical with vsnet-obs. Those who wish to subscribe/
unsubscribe to this new list should send an administrative mail to
vsnet-adm. The reporting format to vsnet-newvar is the same as vsnet-obs.
