[vsnet-id-rosat 13] re xi Her

The new Second ROSAT PSPC catalogue [qv vsnet-survey 41] flags this star
[= NSV 9927] as being possibly variable in xrays...

...which is actually a little strange, as there only appears to be one
2RXP object at this position, therefore it cannot be an assumption based
on multiple images of different xray hardness [???].
