[vsnet-grb-info 505] GCN offline Saturnday for 8 hours

TO:  All GCN Notice Sites

The GCN Notices system will be off-line from 16:00 UT, Saturday 19 Oct 2002
until at most 22:00 UT.  This is both the Notices and the Circulars.

A GSFC-wide network upgrade will be performed.

This will be most noticable to the sites using the socket connection method.
There will be no socket connections during this time.  The email distribution
method will also be offline, but that only matters if there is a burst
during this interval.

My apologies for the short notice, but since literally 4 out of 5 of these
planned outages are cancelled within the 24 hours before the start of the
outage, I delayed the notification until I had a relatively high confidence
that it was actually going to take place.
