USNO-B1.0 gives: 0 23 27.629 +61 46 29.24 (uncertainty 35,36 mas)
and zero motion. The magnitudes reported from the various plates are:
mb=19.0 and mr=17.9 (POSS-I), mb=15.7 and mr=14.7 and mi=14.4 (POSS-II).

This looks like a Besselian-to-Julian transformation has been applied
to the H&H positions. If the originals were based on any flavor of the
GSC or USNO-x.x, then they are already very close to the J2000 system,
and thus the conversion has been inappropriately applied.
