The GCVS v4.1 and others appear to have the position somewhat in
error. It looks as though the following IDs are relevant:
V459 Lyr = IRAS 18454+3611 = GSC 2650-0948: 18 47 13.71 ++36 14 20.9 (2000)
The position is from Tycho-2, which seems best at present.
