The AAVSO software PCObs does a good job of this. It is not automatic, but it is simple enough even I can do it :-) The observation entry format is essentially the same as WebObs. Once you are done with your AAVSO report, you save it. There is a button at the top of the menu bar "Format Conversions". Click here, it gives you a translate to vsnet format window. Click file, find the file you saved, click it and boom- automatically it is in vsnet format. Save this file, copy and email.
