   Well, the reality may be even more closer to this.  If outburst detections
were to be announced after the outburst is over, and announcements were
only privately communicated to who have expressed to do something in return,
the net effect is virtually the same as you imagined.  Unfortunately, some
parties act as if they are promoting this...
