First of all, the ! sign in VSNET CV Circulars does not mean unusual
activity. This sign simply implies a large scatter in observations,
some of which may be real (as in rising outbursts), and some may not be
real.
Regarding the Ort.VSOLJ observation, I had noticed a discrepancy from
other observations, but don't have a firm idea whether this observation
is correct or incorrect. The telescope is not so small (23.5-cm is usually
enough for a 12-13 mag star). Our experience has shown that some novae
look particularly brighter to some observers, and we should not neglect
discrepant observations simply because they are discrepant. All observers
may take a look at the field, and confirm how bright the nova looks to
each observer.
