Until a couple months ago, folks in the US could get to SIMBAD only
if they had an account, i.e. were at an institution with an account or had
a personal one. But lately, without telling anyone, it seems you can do
so without any log-in necessary. The sign-in Web page continues to insist
that you need an account, but I'm told by amateur observers with ordinary
ISP connections that they could do searches without any log-in necessary.
I'd like to suggest that both Fraser and Sebastian _try_it_ again---things
might have changed!
