[vsnet-chat 3614] UCAC1 naming rules

As part of a general necessity on my part, and following on somewhat from
an earlier theme, I have been in contact with Dr Norbert Zacharias who is a
prime author of the UCAC1 release.

His prompt and full response states that although he feels that:

>>position, however, that is why the "position" should be given
>>in addition to the "name" when needed. 

he also affirms that:

>>Bottom line, I encourage the use of "1UCACnnnnnnnn" names.

It should also be noted that a joint name and co-ordinate scheme is part of
IAU naming recommendations, as is the use of a "running number" naming route.
