This object is GSC 2252 02098 according to the NSV supplement.
This seems to tally position wise.
It is certaintly in a bright state versus GSC 2252 02143, relative to
other plates, on the POSSII survey plates of 1994.7748, 1994.7803,
1994.8241 & 1995.6454.
HOWEVER : these 4 are all IVN plates used with RG9-8 filters. If this
plate and filter combination has for some reason a significant colour
response different to the other 10 red plate and filter combinations,
there may be difficulties with this "bright state". GSC 2252 02143 looks
pretty much the same on _all_ the red plates, relative to the star
field. I'd suggest the bright state[s] is/are real, but make this note
of caution for safety's sake.
Otherwise, taking the event[s] as real, this 1994/5 bright state lasted
a relatively long time [from about 18 days at shortest to about 318 days
at longest, depending on whether the 1995.65 value is counted as part of
the same event or not].
