I thought that the existing "vsnet@..." list was intended for this job?
That is, general announcements about VSNET itself; including the creation
of new lists.  IMO a better way to form new lists would be:

1)  Create the new list and announce it on "vsnet@..." ONLY.  I think
everyone should stay subscribed to this list, which has little traffic, for
these general announcements.

2) Do NOT automatically subscribe anyone to a new list.  The announcement
should instead read something like:

"A new list, vsnet-elvis, has been created.  The purpose of this list is to
report and discuss sightings of Elvis Presley by variable star observers.
To _subscribe_ to this new list, send email to..." 

In this way people who are not interested in Elvis (or whatever) will not
need to do anything.  Anyone whose interest is uncertain can read the
vsnet-elvis mail archives later and make their own decision.

Personally I think automatic subscriptions are a bit rude, and dangerously
close to what I consider spamming.
