It seems the CBAT have mixed up some brightness parameters.
The object is the following: (excerpt IAUC 7151):
"COMET 1999 H3
An apparently asteroidal object discovered by LINEAR, and noted
on The NEO Confirmation Page, has been reported as cometary by Klet
and Ondrejov observers. The following observations are available:

Measurers J. Stuart, H. Viggh, and R. Sayer. 1.0-m f/2.15
reflector + CCD.
J. Ticha and M. Tichy (Klet). 0.57-m f/5.2 reflector + CCD. Coma
diameter >/= 15", wide tail >/= 13" in p.a. 166 deg.
L. Sarounova (Ondrejov). 0.65-m f/3.6 reflector + CCD. Coma
diameter > 20"; poor observing conditions."
Just as I look again at the NEO Page, I see they have fixed the mistake:
"Follow-up on the following new comet discovery is also desired (the
rough positions are for the time this page was last updated):
Comet 1999 H3 [R.A. = 19 15, Decl. = +44.9, m1 = 15.6] "
