I may not have fully understood the question, but the common practice
of the treatment of new variable stars in VSNET is as follows:
1) The reports are not "automatically" relayed to the GCVS team.
We encourage discoverers of new variable stars send carbon copies of
their discovery messages to VSNET to Prof. Samus (samus.sai.msu.su).
2) We accumulate observations of new variable stars (such as TmzV or BeV
stars) as we do for GCVS/NSV variable stars. There is no distinction
between them.
