I think you could have missed the current outburst with your 10-cm reflector,
too. Every time you made an estimate (especially '<12.5') V592 Her could have
been faint (mag 13.3 or so), and the mag 12 brightness peak(s) could have
easily occurred between your observations.
 
If we forgot about Timo's observed brightness peak (or if he hadn't caught it
by accident) the observed maximum brightness of the current outburst would
be only about mag 13.0. That would put the amplitude in the mag 8.5 range,
and of such dwarf novae we have a few very intensively observed outbursts
(e.g. HV Vir, AL Com). 
Btw, which dwarf novae have an amplitude in the mag 9 range?
