That is a question. These two NSV stars are 'missing' BD stars, in other
words there are no 10 mag or brighter stars on their nominal position now.
Interesing may be fact that T Boo is included in BD as +19 2768a, which
position is also used as nominal position in GCVS.
In the discovery paper are given differences with respect to Arcturus.
If you will take J2000 position of Arcturus, take into account it's proper
motion then you will get for April 1860 epoch following J2000 position for
Arcturus:
14 15 50.45 +19 15 35.9
and after applying differences you will get for T Boo :
14 14 05.45 +19 04 05.9
This position is about 1' to east of the 18.5 mag star with 2 faint stars
within 30" circle.

Khatisov gives finding chart too and from it is clear that although
his position is quite off from POSS 18.5 mag star, in fact it is the same
star he measured. Source of error of his position is unknown to me.
His finding chart is circular with diameter about 20' and limiting mag
about 19.
