Actually, Japanese variable star observers have been traditionally
taught by leading observers to revise the given sequence to fit his/her
own eye. This was probably due to the very special situations in Japan:
the lack of official chart distributor (observers often make do with
charts with UNKNOWN source published in popular astronomy magazines)
and the wide usage of Pogson's step method, with which observers are
taught to be able to draw his/her own sequence -- mighty in observing
eclipsing variables, though. It's good for learning variable star observing,
but not practical in most of modern aspects.

What do you think? Any suggestions to our observers or leaders?

I believe it would be the only achievable and acceptable solution
to adopt photoelectric V sequences (something in future from HIPPARCOS or
else?) as international standards, from which individual variable star
organaizations can prepare charts in their own manner if necessary.
