Also, I note that in a later post of yours you cover more adequately and relevantly the problem re reference datum for novae ;^) I've no difficulty agreeing with what you're saying in general (probably in detail too, after a further reading or two), for as already noted I found the recent greater weighting of the negative spectral evidence over positive spectral evidence in the same IAUC, which delayed the formal nova identification of N Sct 2003, as weird.
