   I am against counting N. Brown as the discoverer of this nova.
What action he took was to consider this object as a non-urgent usual
variable star and simply filed as such.  Since he apparently did not
report on "the discovery of a possible nova" before the discovery
announcement was made, he didn't "discover a nova".
