[vsnet-alert 4112] NSV08383 outburst

The improved and hopefully correct position of NSV08383 was reported on and discussed during the Feb 99 outburst and as such noted by R Downes for future upgrade in the D&S CV atlas.
That position happened to coincide with a blue star from the USNO-A2.0 database but it would be of good value if astrometry (CCD imaging) could be performed during the presently reported bright state, for verification.
