[vsnet-alert 271] follow-up information about potential ALEXIS transient

Earlier today, we sent out e-mail ([vsnet-alert 270]) about a potential
ALEXIS transient. Since that time additional data has been received from
the satellite and analyzed. It appears that at this time, the transient has
turned off. It became bright at 20 UT 7 Nov and turned off by 2:30 UT 8
Nov. Our best guess for the position is still
epoch 2000

dec -52 22 33 error=+/-0.30 degree
