[vsnet-recent-nova 10401] DE Cir Time Parameters

I reviewed the AAVSO and VSNET observations for the fast nova DE Cir and came up with the follow time parameters:

t0(date of outburst) = 05 Oct to 08 Oct 2003
tmax(date of maximum V magnitude) = 09 Oct 2003, V~8.0
t2(date of two magnitude drop below max V~10) = 11 Oct 2003
t3(date of three magnitude drop below max V~11) = 13 Oct 2003
