Tim Puckett was kind enough to take an image of 1999em in NGC 1637
for me this morning. The image is at:
http://vsnet.ggw.org/asras/snimages/sn1999/n1637s20.jpg
It shows 1999em quite clearly. It's a 60 second exposure through thin
clouds.
Thus:
1999em 20000830.4 17.6C Tim Puckett
(guessing at the approximate time).
