New Takamizawa variable (TmzV196)

   Kesao Takamizawa (Nagano, Japan) reports the discovery of a new variable
star (TmzV196).  This star is probably identical with the infrared variable
NSV 15877.

  The star may be a semiregular variable (SR) with  a renge of 13.1-13.7p.
