[vsnet-obs 12243] correction to TmzV54 identification

Takamizawa has pointed out the sign of declination in USNO IDs for TmzV54
is wrong [vsnet-obs 12227]. Correct identification:
TmzV54 = USNO0825.10340776 171823.388 -014728.03 (2000.0) 15.7 20.1
This is most likely a red (probably Mira) variable.
