No, the 1998 GCVS v4.1 position is in error, but the on-line GCVS
query service:

...has it correct. The star is readily identified as IRAS 18454+3611.
'Best' position is either from Tycho-2 or 2MASS:
18 47 13.71 +36 14 20.9 (J2000, Tycho-2)
18 47 13.72 +36 14 20.9 (J2000, 2MASS all-sky)
The variable is also GSC 2650-0948.
