There certainly is a listing for NSV 4499! However, in general SIMBAD
will not show star-names that have not appeared in recent literature.
The indexing of journals is far from complete, and more importantly, the
cross-indexing of names and coordinates is rather poor. It is now very
much preferable to search for an object using coordinates (with something
like 3' search radius) rather than object name. If you do searches only
by object name, you will almost certainly miss important stuff---objects
are often listed under two or more separate entries in SIMBAD. Yes, this
is a quite severe problem that greatly reduces the utility of the database.
