This is just what VizieR is for. Start here:
http://vizier.u-strasbg.fr/cgi-bin/VizieR
key-in catalogue ii/214a (for the main GCVS v4.1), hit 'find catalogue',
choose the main catalogue from the next page that comes up (then click on
'query selected tables'. From the next catalogue page, put in limits
on RA or whatever (use e.g. 12 .. 13 in the RA column to get stars _between_
12h and 13h, e.g. <+30 to get stars south of +30 Dec, etc).
