Usually okay, particularly if one uses template.txt provided by the IBVS.
The answer from the IBVS was like this:
> For the template format you may use ibvst.sty, that can be found in our
> website as well.
This answer suggests that the IBVS allows template.txt and ibvst.sty.
But, if your computer is capable of handing LaTeX, it would be much
more easier to make own typesetting, than asking the editorial to convert
a text file to LaTeX.
