You can make plate-by-plate zero-point corrections to USNO-A2.0 by
making use of my large photometric reference file...

...which has reasonably faint stars in most fields (although better in
the south). In the case of the star you mention, near 21h01m +44.4d,
there are sequences by Landolt and by Henden reaching down past mag. 15
that would be suitable for fixing A2.0 in this small region. Henden's
BVRI for V407 Cyg should be entirely sufficient.
