Not from Australia... :(
It is "free" for US (and some European?) observers because
the SIMBAD team have agreed to provide it to you - and your
government is paying the bill. There were rumours about 3
years ago that the Australian government would join this
arrangement but I've heard nothing more. I suspect that they
won't because the current administration is dominated by
Economic Rationalist zealots.
My own application for personal SIMBAD access is still
undecided.
VizieR is accessible here but compiling a list or chart of
"everything near position X" takes some effort. And you need
to know which of its catalogues to consult.
