Dear Dr. Kyota,
In addition to the comments made by Dr. Brian Skiff, I would
only add that an identification chart is important too, if there
is no catalog-number for the given star in commonly used catalogs.
Assigning a variable-star designation to the newly detected
variables is not immediate and, in the overwhelming majority
of cases, there is no need for alerting observers when a new
variable is found. There are, however, exceptions - when the
Central Bureau of Astronomical Telegrams has to be informed.
