  I would like to summarize our purpose.

  1) We intend to use the reports for quick circulation of the data, and
     not always require perfect data for re-reduction.
  2) The data can be automatically processed.
     (This would require some sort of unique expression, even if it does
     not always mean our suggested format.)
  3) The data format can be easily converted automatically to other formats
     which the observers have been used to.

  One of our main target of this project is "automatic alert system of
  important phenomena".  We are planning to build an automated mailing system
  which receives the data, replys to requests (updated summary of specified
  object etc.), and distributes alert mails to subscribers or registered
  investigators.  If everyone agrees in using some sort of common reporting
  format (like ICQ), this would not be a very difficult task.
